   1  Understanding Government

    In a broad sense
Governance is the act of governing is done by the legislature, executive and judiciary in a country in order to achieve the objectives of the state.

    In a narrow sense
Governance is the act of governing is done by the executive branch and its staff in
order to achieve the objectives of the state.

    According to Utrecht
The term governance has not the same meaning. Some of these terms are as follows:

    Governments as a composite of all the governing bodies of state power. So, which includes state agencies   here in charge of organizing the public welfare, such as the legislature, the executive and the judiciary.
    Government as a combination of state agencies in charge reigned supreme in the region of the country, such as kings, presidents, or The Great lordship (Malaysia).

     Government in terms of the head of state (president) along with his cabinet.
The system of government is defined as a complete order consists of various components of the work of government are interdependent and influence in achieving the purpose and function of government. These components include the outline of the executive, legislative and judicial. Thus, the system of government, describing the state institutions, the relationship between state institutions and the operation of state agencies in achieving the governments concerned.
In view Offe, that government is the result of administrative action in various fields and is not a result of the implementation of the government's duty by legislation that previously specified but more a result of the joint production (coproduction) between government agencies with each client . Governance (governing) according to Kooiman, a process of interaction between the various actors in the government with the target group or any individual community. Therefore, the pattern of governance in society today is essentially the process of coordination (coordinating), control (steering), pemengaruhan (Influencing) and balancing (balancing) every relationship interaction.
Based on the above, it is understood that the governance (governing) can be viewed as a "political and social behavioral intervention results-oriented, aimed at creating a stable interaction patterns or can be predicted in a system (socio-political), in line with expectations or objectives of the perpetrators of such interventions ".
